Hey, there! As a transmasc enboy, real. For me, I wear two bras and tighten them a lot but not too much, if that makes sense. And then, if wanted/needed you can put a tank top on backwards and flip it up, maybe safety pin the sides together! (If that isn't safe or you don't want to do use safety pins for any other reason, you could probably just tuck the bottom part inside the top part.)
Now, I dunno if you just want to make them smaller or to look flat or how big they are, but just make sure you aren't over tightening anything and that you can still breathe.

Before I got my binder, I also layered a couple sports bras that were too small (probably best /not/ to use too-small ones, but it's what I had). Since they didn't have fasteners and were just put on like a shirt, it worked best when I wore one normally and the other backwards.
Other than that, it can also help to wear baggy clothes/multiple layers, especially hoodies (even better, oversized ones), if you don't already. :]
What i did was use a somewhat tight sports bra and layer baggy clothes over it or you can use a tight tanktop and layer over it :)
Doublestack sports bras (works better if you put the second one on backwards), then baggy clothes
One-piece bathing suit with or instead of bra/underwear, layer baggy clothes
Get a tank top over a sports bra, tuck it into the sports bra until it doesn't appear as shorter than the bra. Throw a baggy t-shirt over it.
Layering and baggy clothes are nearly essential to hiding your chest; wearing t-shirts with designs and ones that don't outline the side of your boobs are preferable, as they take attention away from the chest. If you can, try to get a more boxy and less heavier shirt.
When I use(d) the sports bra method I put one backwards and put the other one over it forwards and it worked similar to a binder with lower compression.
You can also use kt tape if you're able to afford it. I think you can get some for about 7 dollars. I'm not sure how to use it to bind because i've never used it personally. If you want to try this then please do your own research to figure out how to do it safely. Also if you have sensitive skin kt tape might irritate it.
