^ I pretty much agree with all of that. Also, I think users should be allowed to ask why a DNI is being issued against them, with not very many exceptions. (Also communication with staff.) And with the DNIs, users can't be made not to reply to a post (made by a different user) that the DNI-issuer replied to, as long as they're not replying directly to the DNI-issuer.

Also, in response to ^ -- Dragging posts off-topic has never been much of an issue before, but we've recently had some people doing it on purpose or after repeatedly being asked not to -- that's why it's being mentioned. (/info /nm) And with that in mind I think this should be in the policies, but blocking for it should be very rare and short unless it's ill-intentioned.
